You don't own the game or the game does not have achievements. In the event that there have been modifications on more than one machine, Steam will automatically merge achievements and choose the set of stats. Any stats unable to be committed are saved for the next time the user is online.

This is a bug in Steam that simply hasn't been fixed because it's such a low issue that doesn't occur normally. Steam keeps a local cache of the stats and achievement data so that the APIs can be used as normal in offline mode. These games had achievements before the system for achievements was really nailed down in a standard way, so some achievements do not get translated text from Steam, they get the IDs instead. You're probably talking about Portal, Half-Life 2: Episode Two, and Team Fortress 2. Some games show IDs instead of names for achievements such as TF_KILL_NEMESIS It's a sample game to demonstrate SteamWorks API to developers.ĬHEATING! HACKING! EARN IT OMG! PLAY ON ACHIEVEMENT MAPS! YOU SUCK! ARRRRRRGGGGGHHH! The Announcer (hurr) took away my unlocked weapons! Use the tool again? (Valve hasn't reset achievements since the original medic pack release) What do you think about using a SAM (Steam achievement manager) to unlock multiplayer achievements for old/dead games Discussion A lot of games have multiplayer achievements that are pretty much impossible to get because either the game is so old that the servers are shut down or the multiplayer is so dead you can't find games. Naturally this means you can't unlock them. Steam now has the capability to secure achievements from being managed.

While this tool does not directly interact with any game itself, it is better safe than sorry.
